HTX (Home Team Science and Technology Agency) is collaborating with AI leaders Mistral AI and Microsoft to speed up the development of advanced Generative AI models and platforms relating to Singapore’s Home Team, covering wide-reaching use-cases as well as complex scenarios.
Through this strategic collaboration, the capabilities of all three partners will be tapped to develop AI technologies that enhance productivity, automate processes and provide useful information to Home Team officers.
HTX, which integrates science and technology to empower Singapore’s front line of security, is investing aggressively in AI. This new partnership adds more depth to HTX’s AI strategy which already had in pipeline, the use of LLM – Large Language Model developed in-house called Phoenix.
Under the recently agreed upon contract Mistral AI and Microsoft will serve as two research partners to HTX. Microsoft will optimize its Phi-4-multimodal SLM (small lang model) for a targeted set of Home Team requirements.
Microsoft will also help HTC implement SLM training frameworks within the agency’s AI platform and infrastructure.
Mistral AI will bring their know-how in Large Language Models by collaborating with HTX to tailor their already existing LLMs for Home Team use cases.
The Phoenix series of LLMs will be extended and developed jointly. Mistral AI will bring key knowledge in LLM training methodologies, with Microsoft supporting project the technological platform and infrastructure required for these activities.
Phoenix as an AI chat bot for Home Team officers is also one of the key deliverables of the collaboration. And it will be released as an AI API, allowing AI developers to develop applications and we will have taken a giant step towards sovereign AI capabilities within the Home Team.
HTX Chief AI Officer and Assistant Chief Executive (Digital and Enterprise) Ang Chee Wee expounded on the value of this partnership: “This collaboration, with industry leaders Mistral AI and Microsoft, will enable us to accelerate the pace of our journey, in further arming the Home Team with AI”.

The contract also involve the implementation of Mistral AI’s platform which supports API inference and fine-tuning, custom model creation for different Home Team departments, and advanced AI research technologies. HTX will also provide a common design platform for its LLMs and Vision Language Models (VLMs), thereby democratising access to AI across the Home Team.
This ambitious effort will enable HTX to become an industry pioneer in AI development in Singapore with the unique ability to build up LLMs from scratch and oversee their deployment.
