The administration aims to streamline federal oversight, with directives for agencies to review and repeal rules that may hinder AI development. The plan also emphasizes supporting open-source and open-weight AI models, viewing them as crucial for fostering a dynamic innovation ecosystem. Furthermore, it advocates for a “worker-first AI agenda,” focusing on skill development, education, and rapid retraining programs to ensure American workers benefit from AI’s transformative potential.

A central component is the expedited and modernized permitting process for data centers and semiconductor fabrication plants, critical facilities that power AI models. The plan also calls for substantial investment in upgrading the nation’s electric grid to meet the enormous energy demands of AI supercomputing. It further proposes making federal lands available for data center construction and promoting the use of American products in building this essential infrastructure.
Finally, the plan outlines strategies for top in international AI diplomacy and security. This includes a proactive approach to exporting “full-stack” AI packages – encompassing hardware, models, software, applications, and standards – to U.S. allies and partners. The administration also seeks to counter adversarial influence in international governance bodies and strengthen export controls on advanced AI technologies to prevent them from falling into the wrong hands. A notable point is the plan’s emphasis on ensuring AI systems developed by government contractors are free from “ideological bias.”
