In one of the decisions that will create a universal model that can be adopted worldwide for smart governance, the Cabinet of the UAE has approved the formation of revolutionary AI powered Regulatory Intelligence Ecosystem.
This landmark venture seeks to transform the national legislation which has thus far been slow, unwieldy and lagged behind the current demands of the nation and its economy.
The statement, issued on June 4, 2025 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, signifies a “paradigm shift” in the way the country looks at legislation.
This integrated ecosystem shall be designed, coordinated and implemented by the newly established Regulatory Intelligence Office under the aegis of the General Secretariat of the Cabinet.
This new system will utilize state-of-the-art AI technologies such as natural language processing and large language models to assist in the processing and analysis of data at every phase of the legislative cycle.
It shall allow the Government to reactively track legislative developments worldwide, compare them with the domestic order, and identify any shortcomings or inconsistencies.
According to reports, the system would allow the activity of parliament to be speeded up by as much as 70 per cent, with the result that the time between the commissioning of a paper on a matter, and its passage into law, would be dramatically shortened.
Important components of this ecosystem are the building of the largest national legislative database that consolidates federal and local laws among judicial decisions, government procedures and citizen services in a single platform.
The AI will also predict the effect of regulations by producing a simulation of what they would entail ahead of these being launched, and even gauge their impact on a real-time basis in order to facilitate more informed decision-taking.
It’s important to note that whilst AI is a powerful aid, this will remain a tool under the control of human lawmakers, who ultimately will ratify and enact any regulations, so human prudence won’t be removed from the levers of power.
The announcement further cements the UAE’s leading position regionally and globally in the digital government domain, capitalising on AI and cutting-edge technologies to improve services in all fields that matter to citizens, residents, business, and other stakeholders, from public governance to justice to economic planning, while ensuring that our core values of tolerance and good governance are central to those next-generation services.
