White House Releases “Winning the AI Race: America’s AI Action Plan” with Over 90 Policy Actions

The White House today released its highly anticipated “Winning the AI Race: America’s AI Action Plan,” a complete strategy outlining over 90 policy actions aimed at cementing U.S. leadership in artificial intelligence. The ambitious plan, a direct result of President Trump’s January executive order on “Removing Barriers to American Leadership in AI,” underscores the administration’s commitment to harnessing AI for economic prosperity, national security, and human flourishing.

Unveiled by White House Office of Science and Technology Policy Director Michael Kratsios and AI and Crypto Czar David Sacks, the 28-page document is structured around three core pillars: Accelerating AI Innovation, Building American AI Infrastructure, and top in International AI Diplomacy and Security.

A key focus of the plan is the acceleration of AI innovation by significantly reducing perceived “red tape” and onerous regulations. The administration aims to streamline federal oversight, with directives for agencies to review and repeal rules that may hinder AI development. The plan also emphasizes supporting open-source and open-weight AI models, viewing them as crucial for fostering a dynamic innovation ecosystem. Furthermore, it advocates for a “worker-first AI agenda,” focusing on skill development, education, and rapid retraining programs to ensure American workers benefit from AI’s transformative potential.

The second pillar, building American AI infrastructure, addresses the foundational needs for AI’s expansive growth. A central component is the expedited and modernized permitting process for data centers and semiconductor fabrication plants, critical facilities that power AI models. The plan also calls for substantial investment in upgrading the nation’s electric grid to meet the enormous energy demands of AI supercomputing. It further proposes making federal lands available for data center construction and promoting the use of American products in building this essential infrastructure.

Finally, the plan outlines strategies for top in international AI diplomacy and security. This includes a proactive approach to exporting “full-stack” AI packages – encompassing hardware, models, software, applications, and standards – to U.S. allies and partners. The administration also seeks to counter adversarial influence in international governance bodies and strengthen export controls on advanced AI technologies to prevent them from falling into the wrong hands. A notable point is the plan’s emphasis on ensuring AI systems developed by government contractors are free from “ideological bias.”

The release of “Winning the AI Race” has been met with a mix of anticipation and scrutiny. While industry leaders and proponents of rapid AI development have largely welcomed the deregulation and infrastructure initiatives, some civil liberties advocates and environmental groups have raised concerns about the potential implications of loosening regulations, particularly those related to environmental protections and the removal of certain “guardrails” from previous administrations.

With over 90 distinct policy actions to be implemented in the coming months, the White House’s complete AI plan signals a decisive shift in America’s approach to the burgeoning technology, aiming to ensure the U.S. remains at the forefront of the global AI landscape.
