Apple’s App Store and Google’s Play Store control the daily digital experiences of billions. Behind the scenes, a growing number of civil liberties groups, most notably the ACLU, are warning that these platforms increasingly act not just as business gatekeepers, but as powerful enablers of government censorship, limiting freedom of speech, innovation, and privacy. This year, a series of high-profile app removals and newly enforced developer restrictions have cast fresh light on the immense influence these tech giants wield over what you can install, read, or communicate, and how easily that power can be shaped by outside political pressure.

Government Requests, Political Pressure, and App Disappearance

In a telling episode, Apple removed the ICEBlock app from its store at the direct request of the US Justice Department, cutting off users from a tool that let them anonymously track and report immigration enforcement activity. Within days Google followed with a similar app called Red Dot. While Apple claimed the move was in line with safety and policy standards, groups like the ACLU and the EFF have called these actions a direct overreach, warning that app stores now provide “the perfect lever for government censorship.” Critics say these bans deprive vulnerable communities of essential free speech and information, all too easily justified by vague “safety” or “policy” concerns rather than real legality or user protection. The incident is not isolated, such takedowns have occurred around protests, political speech, and even games deemed too controversial by governments.

Google’s latest plan to require all Android apps, even those “sideloaded” outside the Play Store, to have a verified developer account has generated outcry from privacy advocates and open-source communities. Groups like F-Droid and the ACLU describe this as the end of a decades-old promise: to let users choose what software they run on the devices they own. While Google claims the change bolsters security by cracking down on scam apps and repeat offenders, critics argue that this verification process creates a new bottleneck for dissenting media, alternative social networks, and independent or open-source app creators. After sustained backlash, Google announced an “experienced user” flow allowing power users to bypass some restrictions, but only with prominent warnings and usage limits for non-verified hobby apps, further shifting Android toward a more controlled ecosystem.

App Store Surveillance, Security, and the Erosion of Choice

Apple and Google continually argue that their control over app distribution is necessary to weed out malware and surveillanceware, yet both often fail to ban invasive apps while keeping tight surveillance on what users download and sometimes, what’s installed. In some regions, governments have dictated app store rules to block access to independent media, anti-government protest tools, or certain political content. On Android, the reduction in sideloading freedom will especially hurt projects like F-Droid, which champions open-source privacy, and smaller apps unlikely to meet restrictive “verified developer” rules. Meanwhile, Apple’s EU sideloading model is a limited win, still allowing the company legal means to block notarization or revoke alternative apps when pressed by authorities.
